The Order of the Arrow (OA) is the National Honor Society of the Boy Scouts of America (BSA), composed of Scouts and Scouters who best exemplify the Scout Oath and Law in their daily lives as elected by their peers. The society was created by E. Urner Goodman, with the assistance of Carroll A. Edson, in 1915 as a means of reinforcing the Scout Oath and the Scout Law.

ORDER OF THE ARROW BROTHERHOOD REQUIREMENTS Ever since the inception of the Order of the Arrow in 1915, it was intended that all members should be equal in rank. Brotherhood membership does not provide a specific degree of rank, status, or special honor like that of the Vigil Honor.
